Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br /> RESOLUTION #16-11-210 <br /> A RESOLUTION ADOPTING FINDINGS OF FACT #0971 RELATING TO A REQUEST <br /> FROM QUALITY SIGN SOLUTIONS FOR A CONDITIONAL USE PERMIT TO <br /> EXCEED BOTH HEIGHT AND AREA STANDARDS FOR A GROUND SIGN IN THE <br /> COR-2 DISTRICT ON THE PROPERTY LOCATED AT 7900 SUNWOOD DRIVE NW. <br /> WHEREAS, Quality Sign Solutions, hereinafter referred to as the "Applicant," has <br /> properly applied to the City of Ramsey (the "City") for a Conditional Use Permit to exceed both <br /> the height and area standards for a ground sign in the COR-2 on the property generally known as <br /> 7900 Sunwood Drive NW and legally described as follows: <br /> Lot 1, Block 1, COR Two Northstar, Anoka County, Minnesota <br /> ("Subject Property") <br /> NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br /> to the request are determined to be as follows: <br /> 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br /> to Section 117-51 of the Ramsey City Code on November 3, 2016, and that said public <br /> hearing was properly advertised and that the minutes of said public hearing are hereby <br /> incorporated by reference. <br /> 2. That the Subject Property is within The COR zoning district and the COR2 sub-district. <br /> Properties to the east and north of the Subject Property are also within the COR2 sub- <br /> district. The Subject Property is bordered to the south by the BNSF railroad tracks (and <br /> Trunk Highway 10 south of the tracks) and the Armstrong Blvd Interchange ramp on the <br /> west. <br /> 3. That the Subject Property is approximately 8.92 acres in size (total). <br /> 4. That the Subject Property is owned by Northstar Marketplace Station LLC (the "Property <br /> Owner"). <br /> 5. That there are presently two (2) ground signs on the Subject Property; one displays the <br /> price of fuel (along Zeolite Street) and the second, which would be replaced by the <br /> proposed sign, is adjacent to the off ramp to Armstrong Boulevard. <br /> 6. That within the COR2 sub-district, one (1) ground sign per street frontage is permitted. <br /> 7. That the Subject Property has multiple frontages (along Sunwood Drive, Zeolite Street, <br /> Armstrong Boulevard, and is only separated from Highway 10 by the BNSF railroad tracks. <br />
