Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-031 <br />RESOLUTION REGARDING THE SUPPORT OF A JOB CREATION FUND <br />APPLICATION IN CONNECTION WITH VISION EASE, LP <br />WHEREAS, the City of Ramsey, Minnesota (the "City"), desires to assist Vision Ease, <br />LP a limited partnership, manufacturing company, which is proposing to renovate and invest into <br />a facility in the City; and, <br />WHEREAS, the City of Ramsey understands that Vision Ease, LP, through and with the <br />support of the City, intends to submit to the Minnesota Department of Employment and Economic <br />Development an application for an award and/or rebate from the Job Creation Fund Program; and, <br />WHEREAS, the City of Ramsey held a City Council meeting on January 22, 2019, to <br />consider this matter. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) The City Council hereby finds and adopts the reasons and facts supporting the following <br />findings of fact for the approval of the Job Creation Fund Program application: <br />1. Finding that the project is in the public interest because it will encourage the growth of <br />commerce and industry, prevent the movement of current or future operations to <br />locations outside Minnesota, result in increased employment in Minnesota, and <br />preserve or enhance the state and local tax base <br />Hoya has access to over 30 labs across the U.S. which were a part of a nationwide <br />analysis as part of our investment expansion which considers location, building sites, <br />workforce, sales data, taxes and state incentives offered. A handful of locations outside <br />the State of Minnesota including Charlotte, North Carolina, Dallas, Texas , Memphis, <br />Tennessee and the City of Ramsey, Minnesota were finalists for this <br />investment. Without the provision or availability of workforce, training opportunities, <br />sales potential, exempt business personal property and financial incentives, the <br />investment involved in this project would likely occur outside of the State of <br />Minnesota. Vision Ease, LP (Hoya) currently has a large facility in Ramsey that could <br />be renovated and repurposed for this large investment. Hoya would like to invest in its <br />Ramsey, Minnesota location but it must make sense financially. The proposed <br />assistance from the Job Creation Fund is an important factor in the decision to make <br />the 25.9M investment in the Ramsey, Minnesota location. <br />
