CHAPTER 9 COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Chapter 9 Committee conducted a work session on Thursday, July 27, 2000, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Planning Commissioner Chris Dempsey <br />Councilmember Terry Hendriksen <br />Planning Commissioner Michael Nixt <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Community Development Director Sylvia Frolik <br />Community Development Assistant Megan Wald <br />Community Development Intern Alex Blackburn <br />Hoisington Koegler Consultant Loren Gordon <br /> <br />DISCUSSION <br /> <br />Mr. Gordon reviewed the process for updating Chapter 9. He requested input from the <br />Committee members as to what they feel need improvement. <br /> <br />Councilmember Hendriksen stated that the previous Comprehensive Plan structure is vastly <br />different from the one that is currently being approved by the Met Council. He explained that <br />there are land uses that are not consistent with Chapter 9 and at a minimum, they need to address <br />those inconsistencies. <br /> <br />Councilmember Hendriksen stated that it needs to be clearly articulated that the maximum <br />density designated to a property is not guaranteed. <br /> <br />Commissioner Nixt noted that the tower ordinance is being rewritten which will have an impact <br />on Chapter 9 and the other important issue is to preserve the transition area from urban to rural <br />development. <br /> <br />Commissioner Dempsey stated that the proposed Comprehensive Plan has guidelines that state <br />the intentions of the land uses, but it leaves a lot of area open. For example, there needs to be <br />some type of criteria as to when a Planned Unit Development can be proposed. He stated that <br />another important issue that needs to be addressed is what the City plans for the Highway #10 <br />corridor. <br /> <br />Consensus of the Committee was that now is the time to concentrate on development standards <br />for Highway #10. <br /> <br />Mr. Gordon inquired as to what types of business and standards would be acceptable in the <br />industrial park. <br /> <br /> <br />
