FINANCE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Finance Committee conducted a regular meeting on Tuesday September 25, 2001,
at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Susan E. Anderson
Councilmember Patti Kurak
Councilmember Terry Hendricksen
Councilmember Gerald Zimmerman

Also Present:

City Administrator James Norman
Finance Officer Diana Lund
Director of Public Works/Fire Chief Dean Kapler
Parks/Utilities Supervisor Mark Boos
Parks Intern Chad Litke

CALL TO ORDER

Chairperson Hendriksen called the regular meeting of the Finance Committee to order at 6:40
p.m.

CITIZEN INPUT

There was none.

COMMITTEE BUSINESS

Case #1: Award Bids for River's Bend and Solstice Park's Irrigation Projects

Parks/Utilities Supervisor Boos stated that on July 24, 2001, the City Council authorized staff to
solicit bids for Rivers Bend Park's and Solstice Park's irrigation systems. Subsequent to this
approval, staff prepared plans and specifications for the two projects. Rivers Bend is more
complex and a larger project so, therefore, the formal bidding process was used. Solstice is
smaller and more residential in nature so written quotations were requested for this project.

Parks Intern Litke stated that both projects were advertised in the Anoka County Union on
September 14, 2001. In addition, complete plans and specs were provided to six irrigation
contractors and notification was sent to all irrigation companies listed in the local phone book.
For Solstice Park, the irrigation contractor hired will provide all labor, materials and coordination
of subcontractors to complete the project. The work is expected to be substantially complete this
year. In the case of River's Bend, the irrigation contractor should have their work done this fall
as well. However, staff will also need to provide a water supply from the pumphouse, to the
Park's soccer field. It is unlikely that this aspect of the project will be done before it tums cold.

Finance Committee/September 25, 2001
