CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, January 4, 2000, in the Senior's <br />Area of the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Acting Community Development Director Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the Council work session to order at 5:50 p.m. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />gl: Highway #47 Project - Disposition of Land Related to Highway #47 <br /> <br />City Administrator Norman stated that staff is presenting an update on T.H. #47. He noted a <br />letter from MnDOT, dated December 20, 1999, in response to the Signal Justification Report for <br />the T.H. #47/142''d Avenue intersection. At this time, MnDOT does not think there is sufficient <br />justification for them to support the installation of a signal at this location. They believe it would <br />be prudent to wait until the reconstruction project on T.H. #47 is completed (summer 2000) at <br />which time the traffic patterns can be reassessed. <br /> <br />Discussion ensued relating to four lanes. Concern was expressed about #47 between gl 16 and <br />Xkimo. <br /> <br />Councilmember Hendriksen stated he has a couple of issues. One issue is with the rights-of- <br />access. Why are we spending money to buy these if there are so many questions to be answered <br />yet? The other issue is an elevated crosswalk like that at 610/10. He thought they were paid for <br />as part of the project. He stated that the City should do all we can to discourage cross traffic and <br />left turns. If we cannot get a traffic signal, we should not build it without a median. <br /> <br />It was noted that Xkimo was always going to be a frontage road. <br /> <br />Mayor Gamec stated that if we end up using Xkimo and we do not get the other light, maybe we <br />should make a request of Anoka County to extend the median on #116 down to the bridge. <br /> <br />City Council Work Session/January 4, 2000 <br /> Page 1 of 3 <br /> <br /> <br />
