WORK SESSION <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, May 23, 2000, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Kim Moore-Sykes <br />Director of Public Works Dean Kapler <br />Community Development Director Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the Council Work Session to order at 6:17 P.m. <br /> <br />COUNCIL WORK SESSION BUSINESS <br /> <br />City Administrator Norman stated this work session relates to the discussion of a proposed <br />ordinance to establish maintenance requirements for Individual Sewage Treatment Systems <br />(ISTS). A meeting was held with the City Attorney for direction on drafting an ordinance and <br />Community Development Director Frolik requested and received copies of ordinances from nine <br />different cities. Staff has drafted an ordinance amendment to require pumping of ISTS's at least <br />every three years. There are provisions in the ordinance for a waiver from pumping upon a <br />satisfactory inspection report. <br /> <br />Community Development Director Frolik reported that, currently, pumpers are required to <br />submit a report to the City listing the addresses that were pumped, the number of tanks, the <br />gallons pumped, and the ultimate disposal location. Staff is proposing that pumpers would <br />continue to be responsible for submitting the required report; however, the report will require <br />some additional, observation-type information. She noted that the City of Andover sends a <br />mailed notice to the residents every other year (they divide the City in half) and remind them of <br />the three-year requirement. <br /> <br />Councilmember Zimmerman inquired what the State law says. <br /> <br />Ms. Frolik replied that it refers to a minimum of every three years. <br /> <br />Councilmember Hendriksen stated his recollection is different. <br /> <br />Mr. Norman stated he thought everyone agreed about the three-year requirement but did not <br />agree on whose obligation it is. <br /> City Council Work Session - May 23, 2000 <br /> Page 1 of 4 <br /> <br /> <br />
