<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #23-172 <br /> <br />RESOLUTION APPROVING MnDOT COOPERATIVE CONSTRUCTION <br />AGREEMENT #1052605 FOR RAMSEY GATEWAY HIGHWAY 10 IMPROVEMENTS <br /> <br /> WHEREAS, Anoka County is proposing grade-separation improvements on County State Aid <br />Highway (CSAH) 56/Ramsey Boulevard and CSAH 57/Sunfish Lake Boulevard at the Burlington Northern <br />Santa Fe (BNSF) Railway and U.S. Highway 10/169 crossings to improve traffic operations and safety on <br />each facility in partnership with BNSF, the City of Ramsey, and the Minnesota Department of <br />Transportation (MnDOT); and <br /> <br /> WHEREAS, the proposed improvements generally include reconstructing portions of U.S. <br />Highway 10/169, CSAH 56/Ramsey Boulevard, CSAH 57/Sunfish Lake Boulevard, and Riverdale <br />Drive; constructing new frontage roads; constructing sidewalks, trails and pedestrian curb ramps; <br />constructing bridges and roundabouts; extending/reconstructing municipal utilities; constructing a <br />temporary traffic control signal system; establishing turf; and installing striping and signing; and <br /> <br /> WHEREAS, said parties mutually agree that the at-grade intersections of CSAH 56 and <br />CSAH 57 at the BNSF Railway and U.S. Highway 10 crossings require grade separation to <br />improve traffic operations and safety on each facility; and <br /> <br /> WHEREAS, U.S. Highway 10 is under the jurisdiction of MnDOT; and <br /> <br /> WHEREAS, CSAH 56/Ramsey Boulevard and CSAH 57/Sunfish Lake Boulevard are <br />County State Aid Highways under the jurisdiction of Anoka County; and <br /> <br /> WHEREAS, Riverdale Drive and the Frontage Road north of Highway 10 are Municipal <br />State Aid Streets under the jurisdiction of the City of Ramsey; and <br /> <br /> WHEREAS, the BNSF Railway is under the jurisdiction of BNSF; and <br /> <br /> WHEREAS, pursuant to City Council Resolution #23-149 adopted June 27, 2023, the <br />Mayor and City Administrator were directed to enter into MnDOT Cooperative Construction <br />Agreement No. 1052001 with the State of Minnesota, Department of Transportation, and Anoka <br />County to provide for payment by the City to the State of the City's share of the costs of the <br />construction engineering in connection with the City water main and sanitary sewer to be <br />performed upon, along, and adjacent to Trunk Highway 10 from 0.32 miles east of Armstrong <br />Boulevard (County State Aid Highway 83) to 0.38 miles west of Thurston Avenue under State <br />Project 0202-123 (TH 10=003) to facilitate the expedient construction of the Ramsey Gateway <br />Highway 10 Improvements; and <br /> <br /> WHEREAS, MnDOT has prepared Cooperative Construction Agreement #1052605 to <br />provide for payment by the City to the State of the City's share of the costs of the construction <br />engineering in connection with the City water main and sanitary sewer construction, as well as to <br /> <br />
