TRANSITION TEAM
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Transition Team conducted a regular meeting on Tuesday, December 5, 2006, at the Ramsey
Municipal Center, 7550 Sunwood Boulevard, NW, Ramsey, Minnesota.

Members Present:

Councilmember David Elvig
Councilmember Mary Jo Olson
Councilmember Sarah Strommen

Also Present:

Assistant City Administrator, Heidi Nelson
Human Resources Manager, Givonna Reed Kone

CALL TO ORDER

The regular meeting of the Transition Team to order at 8:00 a.m.

CITIZEN INPUT

There was none.

APPROVE AGENDA

Motion by Councilmember Strommen, seconded by Councilmember Olson to approve the
agenda.

Motion carried. Voting No: None.

COMMITTEE BUSINESS

Topic #1:

Discuss Options for Filling City Administrator Vacancy

Committee members met with Assistant City Administrator Nelson to get a better sense of her
interest in the long term city administrator position. Assistant City Administrator Nelson
indicated that she would be interested in serving as interim city administrator if asked to do so.
Assistant City Administrator Nelson asked if the Transition Team members had made a decision
regarding allowing the interim administrator to apply for the long term position. Council
member Elvig explained that the Committee wants a level playing field among applicants and
this is why they would not want an interim administrator to be an applicant for the long term
administrator position. He feels that it's difficult to get quality applicants when it appears as
though the organization is simply going through the process but that you may already have your
mind made up on your next executive - that being your interim. Elvig also stated that he's
concerned if the interim person is actively pursuing the long-term position, he or she will be
posturing themselves to achieve their best advantage at that said goal.
