PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, September 2, 1997, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota to hear input <br />regarding a request for a conditional use permit to grade and export soils; case of John Enstrom. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: None <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 6:40 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated this property is located south of County Road #64. The proposal <br />calls for excavating of organic material from a wetland area and creation of open water (lake). The <br />portion of the property that will be excavated is adjacent to the County ditch. The applicant plans <br />to remove approximately 114,000 yards of soil and stockpile it on-site surrounding the excavation <br />and then export the dry material as topsoil. <br /> <br />CITIZEN INPUT <br /> <br />Ms. Peggy Cole, 8765-176th Avenue N.W., stated her backyard faces this property. She questioned <br />how many trees would be removed and how this would affect the wildlife in the area. <br /> <br />City Engineer Jankowski stated the conditional use permit as submitted requires a 30 foot undisturbed <br />buffer between the ditch and the excavation. Installation of a silt fence will be required to identify <br />this area. <br /> <br />Ms. Cole questioned the purpose of creating a pond.
