PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Tuesday, April 4, 1995 at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input
regarding a request to rezone certain property from B-1 Business to B-2 Business; case of Polka
Dot Dairy and Wayne Johnson, Rum River Properties.

Members Present:

Chairperson David Bawden
Commissioner Ben Deemer
Commissioner Terry Hendriksen
Commissioner Paul Holland
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thorud

Also Present:

City Engineer Steven Jankowski
Zoning Administrator Sylvia Frolik
Attorney Gerry Randall

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 8:26 p.m.

PRESENTATION

Zoning Administrator Frolik reported that Polka Dot Dairy and Rum River Properties are
requesting to rezone property at the northwest comer of the intersection of T.H. #47 and C.S.A.H.
#116 from B-1 Business to B-2 Business to facilitate development of the property with a
convenience store with gas.

CITIZEN INPUT

Charlie Gravelle, Property Manager for River's Bend Plaza, commented that the subject property is
crucial to the future development of Ramsey, and the current zoning is appropriate. He noted that
two convenience stores, Food-N-Fuel and Brooks Superette, already exist at that intersection, and
if the zoning is changed you would be looking at three convenience stores at one of the major
intersections in Ramsey. He said they didn't expect a zoning change would occur to compete with
existing uses in that area.

Steve Schmidt of Anoka, representing River's Bend owners, advised that they have had a long
struggle, spending thousands of dollars, redoing the intersection to allow people to get in to
River's Bend Plaza. He stated they were looking forward to seeing a large commercial center on
the corner where subject property is located. He perceives this area as a premier intersection for
the City of Ramsey. He noted that there aren't many opportunity for change going west on
Highway #10, so this would be a key comer to improve the impression of the city.

Keith Carlson, President of Brooks, advised that they researched the zoning of the area before they
went into River's Bend Plaza, and based their decision on where the competition was to be located.
Now he questions whether City documents can be relied upon. He stated there is nothing in his
costly contract with River's Bend Plaza that states he can walk away if a zoning change occurs.

Public Hearing/Planning Commission/April 4, 1995
Page 1 of 2
