FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, February 28, <br />1995, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Police Chief Mike Auspos <br />Parks/Utilities Coordinator Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the regular meeting of the Finance Committee to order at <br />6:01 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />CONSENT AGENDA <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: Provide for the Issuance and Sale of $2,600,000 General <br /> Obligation Tax Increment Bonds, Series 1995A <br /> <br />Finance Officer Hart stated that during the past year, the City has been actively involved in <br />the establishment of long term development plans as they relate to the development and <br />improvement of the commercial and industrial areas of the City. Ms. Hart briefed the <br />Finance Committee on the projects and activities the City has been working on. She stated <br />that the City has acquired significant amounts of property, utilizing tax increments, and has <br />also anticipated that at a point in time it would be necessary to sell a tax increment <br />supported bond. She advised proceeding with a non-taxable issue in the amount of <br />$2,600,000 to cover the City's anticipated costs for public improvements on projects such <br />as AEC utility extension, Uranium Street, McKinley Street and Sunwood Drive. <br /> <br />Finance Committee/February 28, 1995 <br /> Page 1 of 4 <br /> <br /> <br />
