CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing regarding the Comprehensive Land Use Plan <br />on Tuesday, March 21, 1995, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />Parks/Utilities Coordinator Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the public hearing to order at 7:03 p.m. <br /> <br />PUBLIC HEARING <br /> <br />Case #1: Public Hearing on Comprehensive Land Use Plan <br /> <br />Mayor Hardin stated the purpose of the public hearing is to receive input on the Comprehensive <br />Land Use Plan. <br /> <br />City Administrator Schroeder introduced Mr. Steve Schwanke of RLK Associates who worked on <br />the land use portion of the plan and Mr. Bill Smith of Biko Associates who worked on the <br />transportation and trails portion of the plan. They will briefly explain the process and hit the <br />highlights of the proposed plan. <br /> <br />Presentation <br /> <br />Steve Schwanke, RLK Associates, stated that RLK has focused mostly on the land use issues - <br />particularly the Highway #10 area while Bill Smith has principally focused on the transportation <br />roadways and bridge corridor. Most people are aware that cities are required by State Statutes to <br />prepare comprehensive plans. The City of Ramsey has a plan and this process is to re-evaluate that <br />Comprehensive Plan. This process started about one and a half years ago. Meetings were held <br />with a subcommittee of the Planning Commission for three or four months and a number of <br />alternatives generated. The Subcommittee made a couple of recommendations to the full Planning <br />Commission. In July 1994, a joint meeting was held with the Planning Commission and the <br />Economic Development Commission which generated more alternatives. By the end of 1994, we <br />had two recommendations for land use. They were quite similar but with a couple of major <br />differences - particularly the potential bridge crossing. City Council looked at alternatives and after <br />a couple of work sessions, reached a consensus. The real intent of this process was to define, <br />conceptually, a vision for the City - certain parts of the City. This is at a very conceptual level. <br />We attempted to focus on the land uses. The paramount thing that drives a City is the land uses. <br />Some changes in land uses are proposed along Highway gl0 and expansion on collector roadways <br />north of Highway gl0 as well as uses south of Highway gl0.
