PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, February <br />1, 1994 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />to hear input regarding a request for a conditional use permit for a home occupation; case of Robert <br />Bowman. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Comrmss~oner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles I_afl)ue <br />Commissioner Michael Terry <br />Commissioner Bradley Thomd <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:42 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Robert and Susan Bowman of 14450 Bowers Drive N.W. <br />have applied for a conditional use permit for a home occupation. The Bowmans repair electronic <br />automobile equipment for resale. She advised that City regulations for home occupations limit the <br />area devoted to business to 20% of the total floor area of the home, and the Bowmans' business <br />exceeds the established limit by 50%. Ms. Frolik also submitted five letters which were received <br />from citizens regarding this matter. <br /> <br />CITIZEN INPUT <br /> <br />Ann Tolldnen, 14503 Bowers Drive N.W. - expressed concern about the solvents being used and <br />the disposal of waste products due to the fact that the property borders the river and all the <br />neighbors have well water. She also stated that the streets have no sidewalks for the children, <br />bikers, and joggers, etc., and that the semi-truck traffic and increased traffic is endangering their <br />safety. She added her concerns over the semi-truck traffic causing the break-up of the street <br />prematurely and creating noise pollution. Ms. Tolkinen advised that her realtor informed her that <br />her property value will decrease. She noted problems with overnight parking related to the <br />business, and she was also concerned he may want to put up a sign in the yard. Ms. Tolkinen <br />concluded that the City of Ramsey has areas for business and should keep their residential areas <br />residential. <br /> <br />Robert Bowman, applicant - stated he appreciated his neighbors concerns and explained his <br />business. He advised that he uses solder, 3-4 gallons of lacquer thinner a month, and he uses <br />paper towels to remove grease. He noted he would be willing to take these waste products to a <br />proper disposal site. Mr. Bowman addressed the concern over traffic stating that he does not have <br />customers coming to the house because he does business through trade magazines and ships out to <br />other states and countries, and he explained that he has now contracted with a company in Ramsey <br />so that the trucks will no longer be coming down the road. He added that since he has no <br />customers, there will be no sign in the yard.
