PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, June 6, 1994 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for revised preliminary plat approval of Chestnut Hill; case of Good Value <br />Homes. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Bradley Thorud <br /> <br />Members Absent: <br /> <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:35 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated Ramsey City Council granted preliminary plat approval to <br />Chestnut Hill on May 22, 1990. She advised that the final phase of Chestnut Hill included an <br />extension of 145th Lane to the west that would turn north and connect to the future Sunwood <br />Drive, and that the extension of 145th Lane included crossing a wetland. Ms. Frolik explained that <br />since 1990, wetland regulations have become more stringent and it is no longer possible to <br />construct roads through wetlands, even with mitigation, if there is an alternative route. Therefore, <br />the developer has submitted a request for revised preliminary plat to end the western portion of <br />145th Lane as a cul-de-sac with no extension running north to Sunwood Drive. Ms. Frolik noted <br />that the proposed cul-de-sac length does not exceed the 600 foot maximum. <br /> <br />City Engineer Steven Jankowski added that the loss of the potential to connect with Sunwood <br />Drive by the redesign of 145th Lane can be replaced approximately 700 feet to the east by <br />extending Tungsten Street to connect with Sunwood Drive. <br /> <br />CITIZEN INPUT <br /> <br />Arthur Reese~ 6300 144th Avenue N.W. - stated that he is a Vier Nam veteran and cannot deal with <br />a lot of noise and traffic. He advised that when he purchased his property a year ago he was <br />informed that 144th Avenue would remain a cul-de-sac, and he purchased on that assumption. He <br />expressed great concern over the increasing traffic from Chestnut Hill that must travel down 144th <br />Avenue to get out to Sunfish Lake Boulevard.
