FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, February 22, <br />1994, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the regular meeting of the Finance Committee to order at <br />6:04 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />CONSENT AGENDA <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Review Agreement with Anoka Electric Cooperative to Provide <br /> Quarterly Utility Billing Services <br /> <br />Finance Officer Hart explained that a number of months ago, Anoka Electric Cooperative <br />(AEC) contacted the City of Ramsey with an offer to provide utility billing services. AEC <br />was developing a new billing system and already provided an avenue for billing purposes <br />to all but a few properties located in the City of Ramsey. AEC has been "shadow" billing <br />for the last two quarters to determine the compatibility of their new system with the City's <br />practices. These "shadow" billings have been very successful. Ms. Hart stated that AEC <br />could provide all the services the City does for a dollar per billing. There would be a one <br />time charge of $1.25 per account to set up new accounts. When transfers are made due to <br />changes in ownership, there would be a one time charge of $2.75 to have the meter read <br />and to perform the maintenance on the account. The utility billing would appear on the <br />electric billing statement on a quarterly basis. Ms. Hart explained that City employees <br />would continue to do all meter installations and answer calls regarding technical questions <br />or mechanical follow-ups.
