PUBLIC HEARING
PLANNING AND ZONING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, March 3,
1993 at the Kamsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to
hear input regarding a request for preliminary plat approval of Amber Ridge; case of Creekview
Crossing Part~ ership.

Members Present:

Chairperson David Bawden
Commissioner Benjamin Deemer
Cornrnissioner Terry Hendriksen
Cormmsmoner Paul Holland
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thomd

Also Present:

Zoning Administrator Sylvia Frolik
City Engineer Steven Sankowski

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 7:38 p.m.

PRESENTALTION

Zoning Administrator Frolik stated Creekview Crossing Partnership is requesting preliminary plat
approval of A~nber Ridge which consists of approximately 61 acres proposed to be developed with
approximately 123 single family urban residential lots. She added that the wetlands involved in
this property ~e proposed to be impacted. She stated that park dedication consists of pedestrian
walkways running north and south through the plat to connect with existing park areas in the
district.

City Engineeg Iankowski stated that Amber Ridge is adjacent to River's Bend and Gorham's
Sandy Acre EStates, and it was determined that it was best to leave an ouflot to the south of the plat
to connect wi_'_0t Trunk Highway g47 in the future, either when T.H. 947 is redone or when the
parcel immedi~ tely to the south is subdivided.
Ms. Frolik added that the property is currently zoned multi-family and commercial and needs to be
rezoned. Thal~issue will be taken at the public hearing following this one.

CITIZEN INPUT

Bob Georges/5164 - 147th Lane N.W. - stated that single family zoning is most desirable,
however he iS concerned about 148th Circle N.W. connecting onto Trunk Highway #47. He
stated that to I~ut another access onto T.H. 947 one block from 149th Avenue N.W. is incredibly
dangerous.

City Engineer, Jankowski stated that the subdivision plat has been submitted to MnDOT, and he
awaits their cc~mments. He explained that 149th Avenue N.W. aligns where the City anticipates
connecting it ~vith Sunfish Lake Drive, an east-west collector street, all the way from T.H. 947 to
County Road ~116. He added that site distances need to be checked for safety, and he expects
MnDOT to colnment on that.
Pfibli¢ Hearing/Planning & Zoning Commission/March 2, 1993
Page 1 of 5
