He stated that the Committee had discussed
a couple of different items, one was that the LELS group should continue to be paid relative
to the Stanton, and the other was to consider stretching out the pay plan. He summarized
the pay plan. He stated the intent is to continue to provide the wage at a bit above Stanton,
but to spread out the steps. He stated that AFSCME settled at 3.82% total cost payroll,
Exempt personnel (without the City Administrator) settled at 3.91% and this shows LELS
at a proposed 4.08% for the fh'st year and slightly higher the second year. The 4.08%
increase i~ payroll alone; with insurance, etc., the increase would be about 4.19% for 1993
and 5.18°~ for 1994. He proposed that the standby pay remain the same, add the requested
holidays, insurance would be the same as the other groups and there would be no change in
the clothing allowance.

Officer Kuhn felt they were giving up a lot and getting nothing in return.

Negotiating Committee/March 22, 1993
