<br />ENVIRONMENTAL POLICY BOARD <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />On Monday, February 4, 2008, the Environmental Policy Board (EPB) met in the Mississippi <br />River Room, Ramsey Municipal Center, 7550 Sunwood Drive, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Acting Chairperson Michael Max <br />Board Member Bob Bentz <br />Board Member John Freeburg <br />Board Member Wayne Harvey <br />Board Member Thomas Stodola <br />Board Member Bob Sibilski <br /> <br />Members Absent: <br /> <br />Chairperson Joe McDilda <br /> <br />Also Present: <br /> <br />Environmental Coordinator Chris Anderson <br /> <br />CALL TO ORDER <br /> <br />Acting Chairperson Max called the meeting to order at 6:45 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Board Member Sibilski stated that he is working to form a citizens committee in developing and <br />sponsoring an open space referendum. He stated that he would be working with Cordelia <br />Pierson of the Trust for Public Land to figure out a way to get the feasibility study done. He <br />asked if anyone on the Board would like to help sponsor the petition. He stated that the <br />committee would have to collect signatures from the citizens of Ramsey. He explained that they <br />would first need to get the feasibility study completed. <br /> <br />Acting Chairperson Max questioned if Board Member Sibilski would be chairing the committee. <br /> <br />Board Member Sibilski stated that he would be. Board Member Sibilski also clarified that this <br />would be separate from the work that the EPB does, this would be a citizen committee not <br />affiliated with the City officially. <br /> <br />Board Member Sibilski stated that he would like to receive the pertinent information from the <br />City Charter regarding petitions. He questioned if there was a timeframe in which the petition <br />would need to be presented in order to make it onto the November ballot. He also questioned if <br />the specific question for the referendum would have to be on the petition or if that could be <br />drafted after the petition was signed. <br /> <br />Environmental Coordinator Anderson stated that he would try to get answers for those questions <br />from the City Attorney. <br /> <br />Environmental Policy Board / February 4, 2008 <br />Page 1 of6 <br />
