CAPITAL IMPROVEMENTS WORKSHOP <br />PARK AND RECREATION COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey~iParl~ and Recreation Commission conducted a Capital Improvements Workshop on <br />Thursday, JOiy 2~, 1992 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br /> <br />Ramsey, Mi~inestjta. <br />Members Pr~sent:i <br /> <br />Chairperson Ronald Hetland <br />Commissioner Todd Cook <br />Commissioner James Gookin <br />Commissioner Jill Prall <br />Commissioner Jay Swokowski (arrived at 7:15 p.m.) <br /> <br />Members AbSent: <br /> <br />Commissioner Jacki Florentius <br />Commissioner Janice Johnson <br /> <br />Also Present~ City Administrator Ryan Schroeder <br />, Parks/Utilities Coordinator Mark Boos <br /> <br />CALL TO ORDER <br /> [ <br /> <br />Chairperson Hetl~d called the special workshop to order at 5:04 p.m. <br />COMMIS IO BUSINESS <br />Case #1: ~' CaPital Improvements Plan for 1993 <br /> <br />Parks/Utilitie-s COOrdinator Boos described the scoring criteria for developing the proposed Capital <br />Improvemetits ~lan for 1993. In descending order, the criteria was: density, existing <br />developmen, distance to a similar component, impact on City, impact on system, operational <br />impact, edu¢ ation~al and finally expansion capabilities. Mr. Boos stated that nine, or 53%, of the <br />17 districts ~ ~ere recommended for capital improvements for 1993 and they were, from lowest to <br />highest, the lum!River District - benches for Brookview Park; the Autumn Heights District - a <br />large swing 1 or A~.tumn Heights Park; the Mississippi District - park and trail improvements to the <br />Rivenwick s tbdivision; the Thorn Lake District - a backstop for Rabbit Park; the Prairie District - <br />park develo' ~rner~t occurring in Sunny Ponds; the Sunfish Lake District - Emerald Pond Park <br />improvemer~ IS; at~d Demerest Brook District - improvements to Fox Park in Fox Ridge Estates. <br />The final di :trictl scoring far and above the most points was the Lake Itasca and Ermine Park <br />Districts. T.~e capital improvement for 1993 would be comprehensive trail development from <br />Whispering ?inel Lake Itasca Park area through North Fork and Hunter's Ridge terminating in <br />Autumn He ghts Park, including trail head and initial park development in the Lake Itasca Park <br />area. Mr. B)os s~ated that four districts not in the request deserve notation and they were the Ford <br />Brook Distff :t wl~ich is not recommended for capital improvements in 1993 because of Ford Brook <br />itself bisectiog th{~ small neighborhood and any improvements in that area not benefitting a similar <br />number of r~sider~ts as the 1993 dollar per capita ratio average of the proposal. He noted that when <br />a developme~nt to[the north of Rodeo Hills and Green Valley Estates occurred, that the connection <br />of these two~smal~ neighborhoods would be completed and then recreational improvements would <br />be accessibl~ by rhore folks. The second and third of the districts not part of the proposed request <br />were Natur~Vie~ and Oak Districts. Both of these two districts have virtually no park property <br />suitable for ~apita~l improvements requests. The fourth district that should receive special notation <br />was the Gre{ntan{l Hills District.
