PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey ~la~ing and Zoning Commission conducted a public hearing on Thursday, July 23, <br />1992 at the R~tm~y Municipal Center, 15153 Nowthen Boulevard N.W. Ramsey, Minnesota to <br />hear a requ6,s{ fog a conditional use permit to process cement and asphalt rubble in the Business <br />Warehouse DistriCt; Case of Bury and Carlson, Inc. <br /> <br />Member Pre~nt: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: Zoning Administrator Sylvia Frolik <br /> City Engineer Steven Jankowski <br /> <br />CALL TO ORIiER <br />Chairperson l~awden called the public hearing to order at 7:32 p.m. <br /> <br />PRESENTATION <br />Zoning Admi/~istmtor Frolik stated that Bury and Carlson, Inc. have applied for a conditional use <br />permit to es~lish a facility for the purpose of processing demolition asphalt and concrete into <br />aggregate forfres~tle to contractors. The proposed site is 22.22 acres east of Gateway North <br />Industrial Park at the intersection of 143rd Avenue N.W. and Jaspar Street N.W. The property is <br />zoned Business Warehouse. <br />Mr. Dennis Gtisw~old, Landscape Architect and Planning Consultant for Bury and Carlson gave a <br />presentation of the proposed facility. <br />CITIZEN I~PUT <br />Mr. Blair HaXitad~ Lawyer for Minnesota Sawdust and Shavings, stated that his client's property <br />is to the weSt[of Outlot B and they have been using that outlot as access to their property since <br />1976. He pr~en~ed pmtures showing the access to their property. He stated his clients do not <br />object to the~ dse tlury and Carlson have proposed for the property, they just want to know what <br />will happen W!th Outlot B. <br /> <br />Mr. Griswold[ stated that at this point, Bury and Carlson will just own it and not actively do <br />anything imm~liately. The intent is for future street use. <br /> <br />Mr. Harstad stated that Minnesota Sawdust and Shavings has legal claim to Outlot B as access to <br />their propertY.~ Thgir rights are partially based on statutory road claim and he stated they want their <br />claims to be d6termined. He also inquired who would pay for Outlot B if it becomes a City street. <br /> <br />City EngineCrr Ja.r~kowski stated it could be improved with City funds, MSA funds, a developer <br />constructing nearby, or it could be special assessed. <br /> Public~ Hearing/Planning and Zoning Commlssion/July 23, 1992 <br /> Page I of 2 <br /> <br /> <br />
