<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, February 1, 2005 <br />at the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />CouncilmemberMary Jo Olson <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />HRA Executive Director Sylvia Frolik <br />Assistant Director of Public Works Brian Olson <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 5 :40 p.m. <br /> <br />APPROVE AGENDA <br /> <br />City Administrator Norman indicated Case No.4 will be discussed first on the agenda. Case No. <br />5 will be added to discuss a Rivers Bend Development/Highway access matter. <br /> <br />The agenda was approved as amended. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />4) HRA <br /> <br />HRA Executive Director Frolik informed the Council that Consultant Nagel and City staff have <br />completed drafting the enabling resolution and by-laws for the HRA, along with an ordinance to <br />amend City Code to create an HRA. She reviewed the proposed schedule. <br /> <br />Mayor Gamec asked if the City's HRA would be approved by the County HRA or the County <br />Board. <br /> <br />HRA Executive Director Frolik replied it would be approved by the County BRA. <br /> <br />City Council Work SessionlFebruary 1, 2005 <br />Page 1 of 10 <br />
