BUDGET COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Budget Committee conducted a meeting on Tuesday, May 14, 1991 at the Ramsey
Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303.

Present:

Councilmember Kenneth Peterson
Councilmember Sheila Beyer
Councilmember Glen Hardin
Personnel Coordinator Kay Mc/Money
Public Works Supervisor Merle Mevissen
Parks/Utilities Coordinator Mark Boos
Administrative Services Coordinator Penny Ott
Acting City Administrator/Finance Officer Sandra Ashley Helling
City Engineer Steve Jankowski

CALL TO ORDER

The meeting was called to order at 5:39 p.m.

APPROVE AGENDA

Mrs. Helling asked to add Case #6 - Community School

The agenda was approved as amended.

COMMITTEE BUSINESS

Case #1: General Fund Budget Status

Mrs. Helling reported that if all revenues and expenditures were equal throughout the year, the
actual amount, as a percent of budget for April, would be approximately 33% in all categories.
The following categories have currently exceeded 33% of the budget: Charter Commission, (Total
of $100 budgeted, $46 used - not a significant variance) Elections, (the exceeded amount includes
the special election; however a reimbursement for that election has been received from the County -
this budget item will be amended throughout the year) Shade Tree Disease Control (Claudia Dodge
and Bruce Bacon said the seedlings should be charged against shade tree - not against KAB) -
Expenditures for Debt Service - (refers to the purchase of the "Back 40" - reflects 50% but that is
right on target because the January and April payments have been made). Mrs. Helling stated that
in general, the expenditures are on budget.

Councilmember Peterson inquired if the revenue is coming in as forecasted?

Mrs. Helling replied that at this point the revenue is inconsistent as a lot depends on construction
and also that the liquor licenses are due by June.

With regard to revenue from the Engineering Department, Mr. Jankowski stated that realistically
only 20% of his time and 40% of Don Johnson's time could be chargeable which amounts to a
large decrease in anticipated revenue.

Budget Committee/May 14, 1991
