BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Budget Committee conducted a regular meeting on Tuesday, August 27, 1991 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, 55303. <br /> <br />Members Present: <br /> <br />Councilmember Kenneth Peterson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />Police Chief Michael Auspos <br />Parks/Utilities Coordinator Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the meeting to order at 5:19 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda with one amendment: <br /> <br />1) Delete Case #5: Discussion Regarding Engineering Bids - Wood Pond Project <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Truth in Taxation Requirements <br /> <br />Finance Officer Helling explained that this case deals with the proposed 1992 General Fund <br />Operational Budget and the proposed 1991, payable 1992 Municipal Levy. The resolution for the <br />proposed levy is anticipating the City adopts the levy limit at this time. To meet the statute <br />requirements, the proposed General Fund Operational Budget must be adopted. She stated that the <br />final budget cannot exceed the proposed budget and that she has proposed expenditures at the 1991 <br />original budget level and then established revenues in the same amount. It appears that the 1992 <br />budgeted expenditures will be closer to 90% of the 1991 budgeted amounts. She added that the <br />proposed budget provides the Council with flexibility as to expenditures while meeting the <br />specifics of the statute. She requested that the next Budget Workshop meeting be devoted to rates <br />and charges for 1992. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to recommend that City <br />Council adopt the resolution entitled Proposed 1992 General Fund Operational Budget as <br />submitted. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Beyer and Hardin. Voting No: None. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to recommend that City <br />Council adopt the resolution entitled Proposed 1991, Payable 1992 Municipal Levy as submitted. <br /> <br />Budget Committee/August 27, 1991 <br /> Page 1 of 3 <br /> <br /> <br />
