BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Budget Committee conducted a regular meeting on Tuesday, September 10, 1991 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Member Present: <br /> <br />Councilmember Kenneth Peterson <br />Couneilmember Sheila Beyer (Arrived 6:12 p.m.) <br />Councilmember Glen Hardin <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Attorney William Goodrich <br />Police Chief Michael Auspos <br />Parks/Utilities Coordinator Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the meeting to order at 5:15 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />It was the consensus of the Committee to approve the agenda as presented. <br /> <br />CONSENT AGENDA <br /> <br />1) Report of City Staff Time Billed to Private Projects <br /> <br />Finance Officer Helling stated this item is a recap of the City Engineer's charges made to private <br />projects or escrow accounts. It shows the year-to-date revenue versus what was forecasted in the <br />1991 budget. She stated that the 1992 budget is being looked at very carefully for a realistic <br />forecast. She added there is approximately a $100,000 shortfall in the budget for the Engineering <br />Department. <br /> <br />Discussion ensued regarding charges. Mrs. Helling stated that the Building Official has been using <br />the wrong schedule for fees for building permits; however, effective immediately, he will be using <br />the new fees. There is about a 47% difference. <br /> <br />City Administrator Schroeder stated that he is planning to have goal oriented discussions with City <br />Staff and maybe more revenue ideas could be generated from these discussions. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: School District Levy to Reimburse Cities and Counties within the <br /> District for Crime-Related Costs <br /> <br />Mrs. Helling stated that at the Joint Ramsey/Anoka City Council meeting of September 4, 1991, <br />there was a brief discussion regarding the new levy available to school districts.
