<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, March 31, 2009, <br />at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Bob Ramsey <br />Councilmember John Dehen <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Matt Look <br />Councilmember Colin McGlone <br />Councilmember Jeffrey Wise <br /> <br />Also Present: <br /> <br />City Administrator Kurtis Ulrich <br />Assistant City Administrator Heidi A. Nelson <br />Community Development Director Amber Miller <br /> <br />CALL TO ORDER <br /> <br />Mayor Ramsey called the City Council Work Session to order at 6:58 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Public Nuisance Violations/Hearing Board <br /> <br />Community Development Director Miller presented the staff report and distributed the <br />enforcement section of the City Code. She noted that in Section B of the City Coqe, it describes <br />the role of the Hearing Examiner, which cannot be the City Council. She stated that it was <br />initially thought that the Council could serve as both the Council and the Hearing Examiner. <br />She stated that staff was thinking of creating a Hearing Board with three members and two <br />alternates, however, they are unsure if a Councilmember should serve on the Board. <br /> <br />Councilmember Dehen stated that he feels this will be a seldom-used tool. He stated that he <br />spoke with Scott Baumgartner, attorney for Anoka's civil matters, regarding the costs associated <br />with using Mike Scott. He stated that Mr. Baumgartner feels that there are plenty of attorneys <br />who would provide this service for $100.
