<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, May 5, 2009, in the <br />Alexander Ramsey Room, Ramsey Municipal Center, 7550 Sunwood Drive NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Bob Ramsey <br />Councilmember John Dehen <br />Councilmember David Elvig (arrived 6:00 p.m.) <br />Councilmember David Jeffrey <br />Councilmember Matt Look <br />Councilmember Colin McGlone <br />Councilmember Jeff Wise <br /> <br />Also Present: <br /> <br />City Administrator Kurt Ulrich <br />Assistant City Administrator Heidi Nelson <br />Community Development Director Amber Miller <br />Associate Planner Tim Gladhill <br />Finance Officer Diana Lund (arrived 7:00 p.m.) <br /> <br />CALL TO ORDER <br /> <br />Mayor Ramsey called the regular Council Work Session to order at 5:34 p.m. <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) Neighborhood Stabilization Program - Presentation by Anoka County <br /> <br />It was noted that the representative from Anoka County was not yet present; therefore, <br />Council would discuss Topic Report 2 and come back to #1. <br /> <br />2) Discussion of Accessory Structures related to Membrane Structures, Portable <br />Storage Container, and Carports <br /> <br />Associate Planner Gladhill stated that staff is seeking policy direction from Council <br />regarding temporary accessory structures; specifically membrane (tent-like) accessory <br />structures, portable storage containers, as well as carports. He described membrane <br />structures, portable storage containers/cargo containers, and carports as well as provided <br />graphic examples. Through the Code Enforcement process, staff has encountered several <br />of these structures and pieces of equipment being used as permanent accessory structures <br />in several locations. The exterior materials for these structures are not a permitted <br />material under current Code, however, before staff proceeds forward with any <br />administrative hearings, staff fells it prudent to have a policy discussion on whether <br /> <br />City Council Work Session - May 5, 2009 <br />Page 1 of 14 <br />
