<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, June 9, 2009, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Bob Ramsey <br />Councilmember John Dehen <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Matt Look <br />Councilmember Colin McGlone <br />Councilmember Jeffrey Wise (arrived a(6:42 p.m.) <br /> <br />Also Present: <br /> <br />City Administrator Kurtis Ulrich <br />Assistant City Administrator Heidi A. Nelson <br />Finance Officer Diana Lund <br />Community Development Director Amber Miller <br />Aaron Nielson, Malloy, Montague, Karnowski, Radosevich and Co, P.A <br /> <br />CALL TO ORDER <br /> <br />Mayor Ramsey called the City Council Work Session to order at 6:14 p.m. <br /> <br />APPROVE AGENDA. <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Receipt of 2008 Comprehensive Annual Financial Report (CAFR) <br /> <br />Finance Officer Lund introduced Aaron Nielson from Malloy, Montague, Karnowski, <br />Radosevich and Company (MMKR) who is here to present the Management Report portion of <br />the 2008 Financial Report. <br /> <br />Mr. Nielson noted that the City received the Award of Excellence last year for their financial <br />reporting and he expects the same designation this year. He reviewed some of the graphs in <br />taxable market value, local tax capacity information, and the tax capacity rates compared to the <br />seven county metro area. He reviewed the governmental funds revenue and expenditures per <br />capita. He reviewed the general funds sources of revenue and the City's financial position for <br />the last 10 years. He reviewed the general fund expenditures and noted that the largest is for <br />public safety purposes.
