s� <br />LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />DECEMBER 19, 1991 <br />CALL TO ORDER <br />Chairman Jim Schrantz called the meeting to order at 8:40 <br />a.m. in the Committee Room of Anoka City Hall. <br />ROLL CALL <br />Members present were Jim Schrantz, Steve Jankowski, and John <br />Weaver. Scott Erickson was absent_ <br />Also present was Anoka alternate Ray Schultz. <br />CONSIDERATION OF THE MINUTES <br />Motion was made by Weaver, seconded by Jankowski, to APPROVE <br />THE NOVEMBER 21, 1991, MEETING MINUTES AS PRINTED. <br />3 ayes - 0 nayes. Motion carried. <br />REPORT OF OFFICERS <br />Board members discussed the LRRWMO permit fee application <br />process, specifically, determining when to return the balance <br />of the permit fee to the applicant. Jankowski suggested the <br />escrow could be released once we are sure no further changes <br />will be coming. Schrantz concurred, adding then the cities <br />should assume any future charges should any occur. Weaver <br />concurred. Jankowski queried what would happen if during <br />future inspections of a project it is found they are not in <br />compliance; who would be responsible for enforcement. <br />Schrantz and Weaver concurred it has long since been deter- <br />mined the cities prefer to maintain enforcement privileges, <br />to a great extent. However, should the city refuse to do so, <br />the LRRWMO would assume the responsibility; but we would have <br />to bill the cities back for it. <br />TREASURER'S REPORT <br />In Erickson's absence, Schrantz presented the Treasurer's <br />Report for the period ending November 30, 1991, showing a <br />money market checking account balance of $10.00; interest <br />bearing savings account, $3,270.95; certificate of deposit <br />account, $6,000.00; and a total balance of $9,280.95. <br />
