CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, January 18, <br />2011, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Bob Ramsey <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Colin McGlone <br />Councilmember Jason Tossey <br />Councilmember Jeffrey Wise <br />COUNCIL TOPICS FOR DISCUSSION <br />City Administrator Kurds Ulrich <br />Deputy City Administrator Heidi A. Nelson <br />Public Works Director/Principal City Engineer Brian Olson <br />City Engineer Tim Himmer <br />Development Manager Darren Lazan <br />CALL TO ORDER <br />Mayor Ramsey called the City Council Work Session to order at 5:05 p.m. <br />APPROVE AGENDA <br />The agenda was approved as submitted. <br />PUBLIC INPUT <br />None <br />1) Discuss Street Reconstruction Policy and Consider Public Informational Campaign <br />City Engineer Himmer reviewed that the concept of developing an assessment policy for street <br />reconstruction has been talked about numerous times over the past couple of years. The only <br />existing City street assessment policy pertains specifically to the Street Maintenance Program <br />(SMP); where overlays are assessed at a rate of 50% and sealcoats are being phased out through <br />the year 2014, from a previous rate of 50% to the current rate of 22% in 2011. <br />A majority of the discussion related to this matter to date has leaned toward the use of additional <br />revenues, and to get away from one -time assessments.
