June 9,1998

Dear Members of the Ramsey City Council:

This letter is written to express our full support ,of the no-wake zone to be established
on the Rum River. We feel very strongly that the Anoka no-wake zone should be
extended north to 155th or beyond in an effort to slow many boats who endanger
canoeists, tubers, and other water craft. We live at the south end of the island near
148th at a point where the river makes a sharp turn to the east. On many occasions
we have witnessed fast moving boats in near collision situations that will someday
endanger the lives of boaters. Therefore our first concern is the safety of those who
use the river.

Secondly, we are concerned about the environment in two ways. The erosion problem
is accelerated by fast moving boats with large wakes. In our eleven years of living on
the river, we have noticed rapid rescission of the river bank on our lot. In addition, we
are concerned about the stress on the wildlife which the fast moving boats provide.
The waterfowl that nests in this area do not need additional stress on their
environment.

Our fear is that if the decision is to add several small areas of no-wake separated by a
wake zone, the boaters will only go faster in the wake zones to make up for the no-
wake areas. This is analogous to putting in stop signs to slow traffic in neighborhoods.
In general, this has proven to be ineffective because of the acceleration drivers seek to
make up for lost time.

In closing, we urge your support for a safer, more environmentally sound Rum River by
extending the Anoka no-wake zone north to 155th or beyond. Thank you for
considering our input on this matter.

Sincerely,

Roger and Lynda Lar'son
14805 Waco Street
Ramsey, MN 55303
