PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, <br />May 15, 1990 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Busse Construction, Inc.'s request for a conditional use permit to <br />grade, excavate and fill in the Trott Brook Floodway. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Ben Deemer <br />Mr. Michael Terry <br />Mr. Bradley Thorud <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br />Mr. Merland Otto/Hakanson Anderson Associates <br /> <br />Members Absent: Mr. David Bawden <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:38 p.m. <br /> <br />PRESENTATION <br /> <br />Planning Assistant Frolik stated that as of May 15, 1990, the scope of the proposed project <br />for improvements to County Road #83 has changed significantly. The applicant, Busse <br />Consu'uction, has indicated that they will not be mining fill material from private property <br />owned by Frank Hughs and they will not be stockpiling muck material excavated from the <br />Trott Brook floodway on City parks. The project plans are to now mine fill material from <br />the County right-of-way and replace it with the muck material excavated from the Trott <br />Brook floodway. Based on the project changes, the work to be done is not subject to the <br />City's Grading and Mining Ordinance but is still subject to the City's Flood Plain <br />Management Ordinance. <br /> <br />Dennis Strange - 8750 157th Lane N.W. - Noted that the property proposed to be mined <br />for fill material was dedicated to the land as park as part of the Carr Addition. <br /> <br />Chairman Zimmerman stated that the proposed conditional use permit has nothing to do <br />with property in the proposed Carr Addition; this project refers to improvements to County <br />Road #83 in the vicinity of Trott Brook. <br /> <br />Barbara Johnson - 8455 167th Lane N.W. - Inquired as to why the muck material has to be <br />excavated from Trott Brook. <br /> <br />Mr. Otto replied that it is necessary to replace the muck material with fill material to provide <br />for a better sub-base for road construction. <br /> <br />Planning & Zoning Commission Public Heating/May 15, 1990 <br /> Page 1 of 2 <br /> <br /> <br />
