PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, August 7, <br />1990 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding Mr. Craig Johnson's request for a conditional use permit to operate an auto repair <br />business in the R-1 Rural Residential District. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Benjamin Deemer <br />Mr. Bradley Thorud <br />Mr. David Bawden <br />Mr. Charles LaDue <br /> <br />Also Present: <br /> <br />Acting Community Development Director Sylvia Frolik <br />City Engineer Steven Jankowski <br /> <br />Members Absent: <br /> <br />Mr. Terry Hendriksen <br />Mr. Michael Terry <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:42 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Craig Johnson was present and stated that he is requesting a conditional use permit to operate <br />an auto repair business at his home at 17600 Gibbon Street N.W. Mr. Johnson stated that the auto <br />repair activity would be conducted within the attached garage on the property. Mr Johnson stated <br />that he does not feel the business activity will increase traffic to the area because of the minimum <br />size of his operation. Mr. Johnson indicated that he will be the only employee on the premises and <br />the business would be operated on a part time basis. Mr. Johnson stated that many of his <br />neighbors have signed petitions indicating that they are not opposed to his request. However, <br />since that time, one of the neighbors has requested that a condition be added to the permit limiting <br />the number of vehicles allowed on the property for repair at any given time. Mr. Johnson stated <br />that he would be agreeable to limiting the conditional use permit to two (2) vehicles so that in the <br />event he is awaiting parts to repair one vehicle, he will have another vehicle he can be working on <br />in the interim. Mr. Johnson stated that he has been in contact with MPCA and his operation would <br />be considered a minimal hazardous waste generator for which a license is required, but no fee is <br />charged. Mr. Johnson explained that minimal hazardous waste generator implies generating less <br />than 10 gallons of hazardous waste per year. <br /> <br />CITIZEN INPUT <br /> <br />Pat Richavy - 8060 176th Lane N.W. - Pat stated that she would rather not see the conditional use <br />permit granted for an auto repair business.
