BUDGET COMMITTEE CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council Budget Committee conducted a workshop on Thursday, August 2, 1990 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. Members Present: Councilmember Stephen F. DeLuca Councilmember Kenneth Peterson Also Present: City Administrator David Hartley Finance Officer Sandra Ashley Acting Community Development Director Sylvia Frolik CALL TO ORDER The Budget Committee workshop was called to order at 4:10 p.m. CITIZEN INPUT None. APPROVAL OF AGENDA Consensus was to approve the agenda as submitted. COMMITTEE BUSINESS Discussion Topic: Mayor and Council (1111): The Ramsey City Council Budget Committee reviewed the 1991 Budget Requests. Councilmember Peterson inquired about the possibility of increasing the health insurance contribution for Mayor and Council to equal that of the AFSCME members. Mr. Hartley replied that to do so would require an ordinance amendment. Councilmember Peterson also inquired about exempting from a health insurance deduction those who are already covered by other policies. Mr. Hartley stated that suggestion is one that should be brought to City Council. The request for Training and Schools had been increased. Councilmember DeLuca feels that in years when there may be new councilmembers, there could be an increase for a training budget. The 1991 Request was increased to an amount of $2,675.00. Mr. Hartley made a suggestion with regard to the request for the D.A.R.E. Program. That was to offer manpower/presence rather than just money. The money is used for a materials packet. Perhaps some of the cost can come from the public safety budget. Councilmember Peterson stated that he would like to see the materials packet and exactly what is being obtained for the money spent. Councilmember DeLuca feels that the request for the D.A.R.E. Program is one that should be brought before City Council. City Council Budget Committee / August 2, 1990 Page 1 of 3
