BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council Budget Committee conducted a budget workshop meeting on <br />Wednesday, August 8, 1990 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Stephen F. DeLuca <br />Councilmember Kenneth Peterson <br /> <br />Also Present <br /> <br />City Administrator David Hartley <br />Finance Officer Sandra Ashley <br />Police Chief Michael Auspos <br />City Engineer Steven Jankowski <br />Public Works Supervisor Merle Mevissen <br />Planning Assistant Sylvia Frolik <br />City Assessor John Keefe <br />Environmental Specialist Brace Bacon <br />Community Development Inspector Steve Lutmer <br /> <br />CALL TO ORDER <br /> <br />The Budget Committee meeting was called to order at 4:16 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Consensus was to approve the agenda. <br /> <br />COMMITTEE BUSINESS <br /> <br />Presenter: <br />Topics: <br /> <br />Police Chief Michael Auspos <br />Police Protection, Civil Defense, Animal Control, D.A.R.E. Program and Request <br />for Software Upgrade <br /> <br />Police Chief Auspos stated there is a definite need for someone to take over his duties and be in <br />charge in his absence. This is absolutely necessary until the Police Department is able to acquire a <br />Sergeant. In the distant past, Chief Auspos just appointed someone, but pay compensation, etc. <br />needs to be dealt with. He also stated that he and Personnel Coordinator, Kay McAloney had <br />worked out a pay rate to compensate the officer while in charge. The figures were taken from the <br />Stanton Survey and also based on the figures used by the surrounding communities of Champlin, <br />Elk River, Anoka and Coon Rapids. A discussion ensued regarding the rate of pay and how this <br />position would be addressed as far as the contract was concerned. Mr. Hartley will follow up on <br />the contract end of it to see if this would be considered "working out of class". Mr. Hartley also <br />cautioned Chief Auspos to be careful how the pay rate would be structured so the Acting Chief <br />would not receive more compensation than the Police Chief. City Administrator Hartley and <br />Personnel Coordinator McAloney will look at different rates and work on a proposal regarding the <br />pay for the Acting Chief. Chief Auspos again stressed the importance of having someone in the <br />position of Acting Chief in the interim until the Sergeant position is filled, hopefully in 1991. <br /> <br />Budget Committee/August 8, 1990 <br /> Page 1 of 6 <br /> <br /> <br />
