The
objectives for rezoning are to guide development to urban areas as well as to differentiate between
development in rural and urban areas of the city. The goals would be to minimize potential land
use conflicts, enhance the quality and image of development in the City of Ramsey and provide the
capability to accommodate several levels of development. Mr. Otto then explained the differences
between some of the zones such as between B-1 Business district (urban) and RB Rural Business
District, etc.

A discussion followed regarding the rezoning of properties and performance standards.
Commissioner Fults feels that we should adopt performance standards (as soon as possible)
similar to those of Anoka's for the area near the McKinley Street extension in order to encourage
industrial development.

Motion by Commissioner Greenberg to keep the same zoning in the Southwest Quarter of the
Southwest Quarter of Section 26, Township 32, Range 25, Anoka County, Minnesota.

Economic Development Commission / April 23, 1990
Page 1 of 2
