PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, <br />April 4, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Mr. Daniel Karst, Jr.'s request for a conditional use permit to operate <br />an aluminum processing facility in the I-1 Industrial District. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. Jim Holm <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br />Mr. Merland Otto/Hakanson Anderson Associates <br /> <br />Members Absent: Mr, Roy Shumway <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:40 p.m. <br /> <br />PRESENTATION <br /> <br />Ms. Sharon Watson, attorney representing Mr. Karst, was present and stated that at this <br />time, Mr. Karst is requesting a conditional use permit to operate an aluminum processing <br />facility in the I-1 Industrial District. After the conditional use permit process is complete, <br />he will return to the City for a site plan review which will address the proposed <br />improvements to the property in detail. <br /> <br />Ms. Watson explained that the aluminum processing includes taking scrap from industrial <br />locations, aluminum pickings from landfills and aluminum parts from automobile <br />transmissions and engines and melting them down. The disassembly of parts will take <br />place at the Hassan Township facility and the melt down would occur at the Ramsey <br />facility. The melt down facility will be operated with a bagger house to remove particulates <br />from the furnace emissions. The metal addition to the existing building in Ramsey would <br />be removed and replaced with a concrete block expansion of the building. After melt <br />down, the residue from the furnace that has not been melted off is then run through an <br />electro magnetic crane where the steel and iron is separated. The remainder of the residue <br />will be shipped off site for further processing. Eventually, the recycled aluminum will be <br />used to manufacture parts on site. Storage on the site will be almost exclusively indoors. <br /> <br />Ms. Watson stated that Mr. Karst started his business 3.5 years ago on his father's farm. <br />The business grew significantly transferred to a site in Hassan Township.
