BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council Budget Committee conducted a meeting on Tuesday, December 5, 1989 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Sandra Ashley <br />Police Chief Michael Auspos <br /> <br />CALL TO ORDER <br /> <br />The Budget Committee meeting was called to order at 7:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Consensus was to approve the agenda as submitted. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Review Rates and Charges for 1990. <br /> <br />Mr. Hartley noted that at this time there is no ordinance in place or a fee for a 3.2 beer on-sale <br />temporary license. Councilmember Peterson inquired as to the staff time required to process such <br />a request. It was estimated that it involved approximately one half hour of staff time to do so. <br />Finance Officer Sandra Ashley recommended a fee of $25.00 to cover the costs of processing a <br />temporary license. Mr. Hartley will draft an ordinance with regard to 3.2 beer on-sale temporary <br />licence as well as wine only on-sale. <br /> <br />With regard to Amusement and Commercial Recreation, the licensing is to insure public health, <br />safety and welfare above that required by the Building Code. Police Chief Mike Auspos feels that <br />it is better regulated by conditional use permit required by an ordinance. Councilmember DeLuca <br />feels that an ordinance should be drafted in order to provide for requirement of a conditional use <br />permit for amusement and commercial recreation. A question was raised on whether or not special <br />uses such as the Game Fair, air shows, truck pulls, etc. should be required to have a license. Mr. <br />Hartley will look into this. <br /> <br />The problem of regulating docks on rivers was discussed. Presently, building permits are issued <br />for docks and a final inspection is made.
