PROCEEDINGS OF CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A special meeting of the Ramsey City Council was held on Tuesday, May 15,
1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present:

Acting Mayor Gary Reimann
Councilmember Al. Sorteberg
Councilmember Jean' Schlueter

Also Present:

City Administrator Lloyd Schnelle
City Attorney William Goodrich
City Building Official Clayton Berg
Reporter Carolyn Thompson (arrived at 8:22 a.m.)

Members Absent:

Mayor Tom Gamec
Councilmember Sue Van Wagner

CALL TO ORDER

Acting Mayor Reimann called the special meeting to order at 8:15 a.m. and led
in the Pledge of Allegiance to the Flag.

COUNCIL BUSINESS

Acting Mayor Reimann stated that the purpose of this special meeting is to
determine just what funds are available for Charter Commission use at this
time.

City Administrator $chnelle stated that the Charter Commission budget
allocation for 1984 was $950.00 and the 1983 Charter Commission allocation
was $5,000.00. In 1983 the Commission spent $2,025.00 which resulted~in a
surplus of $2,975.00; that $5,000 allocation was to see the Commission through
the charter election, but the election was delayed until 1984. The 1984
budget process was started in July of 1983 and the Charter Commission felt,
at that time, that the charter would be through the election process in 1983
and they would only require $950.00 in 1984 for administrative costs. The
Charter Commission is now planning a city-wide mailout regarding the charter
summary and notice of election which will obviously put them over their 1984
budget. Mr. Schnelle stated that he has checked with Stan Peskar, legal
attorney, and he states that as long as the Charter Commission did not exceed
their 1983 budget and there are funds left over, Council can transfer those
dollars to the Commission's 1984 budget.

Acting Mayor Reimann requested an accurate account of what the Charter
Commission has spent to date.

Mr. Schnetle replied that as of March 31, 1984 the Commission has spent
$1,333.83 and the upcoming mailing is expected to cost approximately $800.00.
The Commission has spent a total of $3,358.00 since their creation.

Sp C/May 15, 1984
