PROCEEDINGS OF CITY COUNCIL <br /> WORKSHOP MEETING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A City Council/City Staff/Commission Chairperson meeting was held March 5, <br />1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />City Attorney William Goodrich <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />Airport Commission Chairman Jack Ippel (arrived at 8:18 p.m.) <br />Councilmember A1 Sorteberg <br />City Engineer Peter Raatikka <br />Councilmember Gary Reimann <br />Planning & Zoning Commission Chairman Ken Peterson <br />Economic Development Commission Chairman Don Greenberg (8:12 p.m.) <br />Councilmember Jean Schlueter <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the workshop meeting to order at 7:43 p.m. <br /> <br />BUSINESS <br /> <br />Discussions resumed with Section B. Housing of the workshop agenda. <br /> <br />Mr. Schnelle presented copies of an article published in the February issue <br />of Minnesota Cities regarding financing of housing for seniors, particularly <br />in the cities of Brooklyn Park and Gully, Minnesota. <br /> <br />Mr. Schnelle stated that previous workshop discussions left off with talk <br />of a need for a planner type person and low cost housing. Mr. Schnelle <br />stated that maybe 'low cost housing' needs a better definition -- we are <br />not addressing the zero income family; we are addressing senior citizens <br />and a young person just starting out. If the City does not want to get <br />into this type of housing, we better review our ordinances to make sure <br />they are not leading us in that direction. <br /> <br />Mr. Goodrich stated that we should know whether Staff and Council and Commissions <br />should be looking at developing any policy on low cost and elderly type housing. <br />Should the City let the private sector work it out or does the City have an <br />obligation to take affirmative action? <br /> <br />Councilmember Reimann suggested that the term 'affordable housing' be used <br />rather than 'low cost housing'. <br /> <br />Mr. Goodrich inquired if the City should find out if there is a need in <br />the community for affordable'housing3.~.~ <br /> <br />Councilmember Reimann and Mr. Berg replied that the need will grow as the <br />community becomes older. <br /> <br />C/March 5, 1984 <br />Workshop Meeting <br /> Page 1 of 4 <br /> <br /> <br />
