The meeting last
week ended in a discussion regarding City participation in the cost of
trunk oversizing in an industrial area.

Councilmember Reimann stated that, in his opinion, the City has to put it's
foot forward and spend some money to get sewer development started in the
industrial area; the City will be reimbursed by those utilizing the services.
He feels that the City should subsidize the trunk costs in it's infancy; the
entire City will benefit -- we will have sewer and water, growth, increase
in tax base and a leveling off of tax levy.

Mr. $chnelle stated that a revolving fund would be set up in the City for the
purpose of subsidizing trunk costs.

Dennis Donovan stated providing a revolving fund to subsidize the developer
in the industrial area is grounds for lawsuit from the developer of a
residential area; residential development also benefits the City.

Mr. Schnelle replied that the revolving fund would be for everybody.

Dennis Donovan replied that the people have been told they will not be charged
for sewer and water unless they hook up to the system; in reality the people
will be paying for it because that revolving fund is made up of tax dollars.~~

C/February 8, 1984
Workshop Meeting
