PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA C~3NTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, March 3, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br />Councilmember Al Sorteberg <br />Councilmember Arnie COx (arrived at 7:08 p.m.) <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Don Otter, Waste Management of Minnesota <br />Terry Milller, Waste Management of Minnesota <br /> <br />CALL TO OI:~DER <br /> <br />Mayor Reimann called the special Council meeting to order at 7:05 p.m. and <br />led in the Pledge of Allegiance to the Flag. <br /> <br />C/~3NCI L BUSINESS <br /> <br />Case%l.. Discussion Regardinq Landfill: <br /> <br />Mayor Reimann stated that there is no specific action to take place at this <br />meeting; it is for informational purposes. <br /> <br />Mr. Hartley presented copies of a proposal prepared by Waste Management of <br />Minnesota, Inc. which indicates their estimated amount of revenues Ramsey <br />and Anoka will receive if the vertical expansion is granted. The proposal <br />also addresses some issues that have been raised by Waste Management of <br />Minnesota and Ramsey through discussions between Mayor Reimann, <br />Councilmmmber Cox and Waste Management of Minnesota, Inc. The proposal <br />addresses environmental concerns, a sledding/ski area, the borrow area and <br />what will take place there including a road that will cross that northern <br />40 acres owned by Waste Management, and an ann,M1 Ramsey Clean Up Day. <br />City Attorney Goodrich is recommending that no action be taken on the <br />proposal until a public hearing has been held on the conditional use permit <br />that would required. Council may wish to direct staff to prepare reports <br />on the Certificate of Need, plans prepared by Foth and Van Dyke and a cost <br />analysis of the proposed agreement. <br /> <br />Mr. Don Otter of Waste Management stated that Ramsey and Waste Management <br />have had a long-standing relationship with respect to trying to work out <br />activities at the landfill. The landfill is not going to go away and Waste <br />Management is trying to making the best of it and hoping to complete the <br /> City Council/March 3, 1987 <br /> <br />Page 1 of 4 <br /> <br /> <br />
