PRCCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, March 17, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding proposed 1987 sealcoating projects. <br /> <br />Members Present: <br /> <br />Acting Mayor Arnie Cox <br />Councilmember A1 Pearson <br />Councilmember Al Sorteberg <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />Members Absent: Mayor Gary Reimann <br /> <br />CALL TO ORDER <br /> <br />Acting Mayor Arnie Cox called the public hearing to order at 7:37 p.m. and <br />led in the Pledge of Allegiance to the Flag. <br /> <br />City Engineer Raatikka presented a map showing those areas proposed to be <br />sealcoated in 1987. Mr. Raatikka stated that sealcoating is a process of <br />spreading aggregate and oil on a street and it provides an abrasion <br />resistant, all weather, skid resistant surface. Sealcoating decreases the <br />permeability of the surface, gives new life to weathered surfaces and <br />improves surface irregularities. Without sealcoating, surface oxidation <br />and street ravelling would occur within two years; by five years, sand and <br />gravel would become loose and begin washing away; after six years, hairline <br />cracks occur and large sections of pavement break out; by ten years, a <br />complete repaying job would be required to restore the street. Mr. <br />Raatikka reviewed the estimated total and per/unit cost for each project <br />area. Mr. Raatikka then reviewed the project schedule as follows: <br />feasibility report received on February 10; public hearing on March 17; 60 <br />day waiting period; order plans and specs on May 18; approve plans and <br />specs on May 26; receive bids June 23; construction in July and August; <br />assessment hearings in September. Mr. Raatikka stated that construction <br />should take 2-3 weeks; all property owners will be notified of the <br />construction beginning date in their neighborhood; streets can be driven on <br />1-2 hours of the oil/aggregate material is applied; 1-2 weeks after <br />application of material, the contractor will return to the area to sweep up <br />excess aggregate. After the assessment hearing, the property owner has 30 <br />days to pay the assessment with no interest. The assessment can also be <br />turned over to the property tax rolls and would be amortized over a 3 year <br />period at an interest rate 1.5% above the bond sale rate. <br /> City Council/March 17, 1987 <br /> <br />Page 1 of 6 <br /> <br /> <br />
