ENVIRONMENTAL POLICY TASK FORCE <br />CITY OF RAMSEY <br /> ANOKA COUNTY, <br /> STATE OF MINNESOTA <br /> <br />On Saturday, January 11, 2003, the Environmental Policy Task Force met in the Conference <br />Room at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Joe McDilda <br />Vice Chairperson Michael Max <br />Committee Member Erika Sitz <br />Committee Member Sue Dvorak <br />Committee Member Margaret Connolly <br /> <br />Members Absent: <br /> <br />Committee Member Seth Marshall <br />Committee Member Michael Reeve <br /> <br />Also Present: <br /> <br />Community Development Director Sylvia Frolik <br /> <br />CALL TO ORDER: <br /> <br />Chairperson Joe McDilda called the special Task Force meeting to order at 11:07 a.m. <br /> <br />WORK ON DRAFTING TREE PRESERVATION ORDINANCE <br /> <br />Tree Planting, Maintenance, and Removal <br /> <br />27. Inform Adjacent property Owner of Maintenance Activities <br /> <br />It was determined that language should be drafted to establish that when maintenance activity <br />occurs on public or private trees on public property or easements, the Public Works Department <br />should leave some sort of written notice at each residence and/or dwelling stating that the City is <br />performing tree maintenance activities in the area. <br /> <br />28. Order Required For A Notice To Take Action <br /> <br />Selected text was: "The Environmental Specialist shall have the authority and it shall be his or <br />her duty to order the trimming, preservation or removal of trees or plants upon private property <br />when he or she shall find such action necessary to public safety to prevent the spread of disease <br />or insects to public trees and places. In the event that such plantings are not in accordance with <br />final approvals heretofore granted, the City of Ramsey Environmental Policy Task Force shall so <br />certify to the approving agency and to the developer and shall detail steps necessary to bring the <br />plantings into conformance with the final approval." <br /> <br />29. Service Of A Notice To Take Action <br /> <br />Selected text was: "Within five (5) days of receipt of the diagnosis, the owner of the property <br />from which the specimen was obtained shall be notified by the Environmental Specialist of the <br />result by mail." <br /> <br /> <br />
