11

MEMORANDUM
Ryan Schroeder, City Administrator

Kay McAloney, Personnel Coordinator ~x
Fire Fighter's Relief Association
August 30, 1993

I have had la chance to review the materials you gave me regarding the Fire Department's
Relief AssOciation and their request for a City contribution. Attached is a chronological list
of events at which time the request from the Fire Department for a City contribution was
discussed.

It was stated several different times by Councilmembers that "maybe the Department could
hold off reit one year", or "we are not against contributing", or "the requested amount of
$17:~500 fo~ the years of 1988, 1989, and 1990 is too high and let's discuss it at a later
date. If COuncil has no intention of ever making a contribution to the Relief Association,
the Departfiaent should be told just that. By the former statements made by Council, I
believe that:,..the Depamnent holds hope that at some point the City will make a contribution.
I agree with the rationale that each year the City makes a contribution, the request for the
next year might be higher.

The City islCurrently making two contributions to the Fire Department, $955 for disability
insurance for only the Fire Department, and $1,500 for the annual audit, totalling $2,455.
I understarld that in most cities, the Relief Association pays for their own disability
insurance Md abe audit expenses. It seems that the current donation of $2,455 Department
~s wewed as expected each year and not recogmzed as a contribution to the Relief
Association.

Upon this it) depth review I believe that the $2,455 is an adequate contribution for the City
to make to~e Ramsey Fire Fighter's Relief Association.
