CHAPTER 9 COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Chapter 9 Committee conducted a work session on Tuesday, April 25, 2002, at the
Ramsey Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Councilmember Susan Anderson
Councilmember Terry Hendriksen
Planning Commission Member Michael Reeve
Planning Commission Eric Watson
Councilmember Gerald Zimmerman

Members Absent:

Mayor Tom Gamec

Also Present:

Principal Planner Patrick Trudgeon
Community Development Assistant Megan Wald
Hoisington Koegler Consultant Loren Gordon

The Chapter 9 Committee was called to order at 6:41 p.m.

DISCUSSION

1) Town Center

Hoisington Koegler Consultant Loren Gordon gave a presentation on how to regulate the
development of the Town Center site by showing some examples of how other communities
have developed their town centers. He explained that current City Code does not address the
development envisioned for the town center site, therefore the Ramsey City Code will need to
accommodate rural development, suburban development and traditional development. As the
code pertains to the town center area, it will have to be something that can deal with things that
might change over time. The City needs to establish principals that can guide them during the
process.

Councilmember Kurak inquired as to how the City could regulate how a district will look..*

Mr. Gordon replied that the City should have regulations written into City Code. He reviewed
the approach the different communities took to get to the point of development.

Councilmember Kurak noted that it was very likely that the City will have one developer
developing the entire town center site.

Chapter 9/April 25, 2002
