PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey City Council was held on Friday, April 15, <br />1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann, Acting Mayor <br />Councilmember Sue Van Wagner <br />Councilmember A1 Sorteber9 <br />Councilmember Jeanne Schlueter <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Attorney William Goodrich <br />Reporter Carolyn Thompson <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />The Acting Mayor, Councilmember Reimann, called the special meeting to order <br />at 12:04 P.M. and led in the Pledge of Allegiance to the Flag. <br /> <br />City Attorney Goodrich stated that the purpose of this special meeting was <br />to discuss recent happenings regarding the "Ramsey Resident." Mr. Goodrich <br />noted that at the April 7, 1983 Special Council Meeting, a letter was received <br />from Anthony Elfelt, Marilyn Gallagher's attorney, requesting the City of <br />Ramsey and Councilmember Van Wagner retract various inferences in an article <br />authored by Councilmember Van Wagner and published in the March 19, 1983 issue <br />of the Ramsey Resident. At that time, City AttOrney advised City Council that <br />someone other than himself review the contents of the subject article. <br /> <br />City Attorney stated that he contacted Minneapolis Star House Council and <br />they recommended that Mark Anfanson of a Minnesota Newspaper Association <br />review the article. City Attorney sent copies of both articles involved <br />in this matter to Mark Anfanson: <br /> <br />1. Article authored by Marilyn Gallagher published in the March 19, 1983 <br /> issue of Ramsey Resident. <br /> <br />2. Article authored by Councilmember Van Wagner published in the March 19, <br /> 1983 issue of Ramsey Resident. <br /> <br />City Attorney Goodrich submitted to Council a letter dated April 12, 1983 from <br />Mark Anfanson which basically stated that there are few items in Councilmember <br />Van Wagner's article which could be considered defamatory, that in matters as <br />controversial as municipal sewer and water a widespread range of comments are <br />allowed for and that although Van Wagner's comments were hard-hitting, a <br />retraction is not necessary. <br /> <br />City Attorney informed City Council that if City of Ramsey were to publish a <br />retraction and if after that retraction Mrs. Gallagher decides to pursue the <br />matter further, she would be limited as far as amount she could sue for; if <br /> <br />Sp C/April 15, 1983 <br /> Page I of 2 <br /> <br /> <br />
