CHARTER COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A regular meeting of the Ramsey Charter Commission was held on Thursday,
August 11, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.,
Ramsey, Minnesota.

Members Present:

Mr. Gary Heitman, Chairman
Mr. Tom Gamec
Mr. Curt Titterud
Mr. Dick Sieber
Mr. John Lichter
Ms. Brenda Bauerkemper
Mr. Tom Greenberg
Mr. Stan Data

Members Absent: Mr. Roger Buchanan

CALL TO ORDER

Chairman Heitman called the meeting to order at 7:45 p.m.

APPROVAL OF MINUTES

Commission consensus was to approve the Charter Commission Minutes dated
July 28, 1983.

COMMITTEE REPORTS

A. Budget Committee - Commissioners Gamec and Bauerkemp~r

1. Presentation Of Detailed Breakdown Of Proposed Charter Commission Budget
By Commissioner Gamec:

Commissioner Gamec stated that he is still researching reducing projected
election costs in the areas of paper ballots and number of judges
required. Commissioner Gamec then inquired if the Commission still plans
to mail a charter summary to all Ramsey residents and stated bulk mailing
of this summary could cost $400.00. The printing of that summary could
cost $200-$250.

Commissioner Data suggested that volunteers could distribute the charter
summary door-to-door. There was some discussion at this time, regarding
violations and fines for distributing such information by way of Federal
mailboxes and the Shopper boxes.

Commissioner Gamec noted that direct mailing is more effective in reaching
the citizens.

Co~nission consensus is that charter summary handout will be provided for
all Ramsey residents, but that it will not be delivered by direct mailing
because of the postage costs involved.

CC/August 11, 1983
