NEGOTIATING COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Negotiating Committee conducted a meeting on Monday, March 22, 1993 at
the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota

Members Present:

Councilmember Sheila Beyer
Couneilmember Glen Hardin
Councilmember Kenneth Peterson

Also Present:

City Administrator Ryan Schroeder
Personnel Coordinator Kay McAloney
Police Chief Michael Auspos
Councilmember Gerald Zimmerman

Case gl: 1993 Wages and Benefits for LELS (Closed portion)

5:00 p.m.

City Administrator Schroeder stated that the proposed 1993 wage compares favorably with
the 1993 Stanton Class 5 market. He stated the patrol pay was slightly above the Class 5
for 1992 and what is proposed is slightly above 1993 with two exceptions. The last pro-
pay step is right with the market and the percent of increase for the first four or five steps is
fairly minimal. At 1.5%, it would drop them down a bit relative to the market. This would
affect new officers brought into the department. The cost in wages for 1993 is 4.08% and
4.86% in 1994. The cost in 1992 with benefits is 4.19% and an estimated 5.22 in 1994
assuming the $15 increase in medical coverage for 1994. This wage package is well above
the other groups. He suggested no change in standby pay, give them another holiday, give
the same ($15) insurance increase, and no change in the clothing allowance.

Open portion at 5:11 p.m.

Closed 5:34 p.m.

The uniform allowance was discussed. Chief Auspos stated that normally the entire
uniform allowance for the year is not used up.

Councilmember Hardin inquired of Chief Auspos what he felt the officers would deem the
highest premium; 1) uniform allowance; 2) additional holidays; 3) different standby pay
rate; or 4) insurance increase.

Chief Auspos suggested it might be the holidays because all the officers would benefit from
that.

The step program was briefly discussed.

Open portion 5:46 p.m.

Closed portion 6:15 p.m.

Councilmember Hardin felt that including boots in the clothing allowance was not a big
deal.

Negotiating Committee/Closed Portion/March 22, 1993
Page 1 of 2
