RAMSEY PARK AND RECREATION COMMISSION September 11, 1986 MEMBERS PRESENT: M~MBERS ABSENT: ALSO PRESENT: Don Lokker Marleen Looyen John Lichter Ron Hetland Bill Rustad Janice Johnson Claudia Dodge The meeting was called to order at 7:04 p.m. There was no citizen input. The agenda was approved. Motion by Commissioner Looyen, seconded by Commissioner Lokker, to approve the minutes of the May 15, 1986 meeting. Motion passed. Motion by Commissioner Lokker, seconded by Commissioner Looyen, to approve the minutes of the August 14, 1986 meeting with no changes. Motion passed. Acting Chairman Lichter said the Commission did not need to approve the minutes of the Joint meeting on August 25, 1986. Claudia Dodge asked when the meeting had bemn set. Acting Commissioner Lichter said it was set at the last meeting. Acting Chairman Lichter explained to Claudia Dodge briefly the last meeting, and said the Park and Recreation Commission and the Planning and Zoning Commission had agreed to meet together annually. Acting Chairman Lichter noted that by the next joint meeting they want the comprehensive park plan redone, and should be put in the budget. Discussion followed regarding a park on the Mississippi River that Anoka County has, there is a covenant - no development of roads, trails, et~. The County wants to acquire land on each side and develop them. The Park Commission wants the County to clear up the title before expanding. It was noted there would be less tax base for the City. The Commissioners reached a concensus that they request the City Attorney to provide guidance on if they can request land, fee or both for park dedication. CASE 1: Appointment of new Chairman for Commission Commissioner Looyen nominated Commissioner Lichter for the Chairman position. Commissioner Lokker moved to close nominations, seconded by Commissioner Looyen. Motion carried. Commissioner Lichter abstained.
