RAMSEY PARK AND RECREATION COMMISSION <br /> <br /> July 17, 1986 <br /> <br />MEMBERS PRESENT: <br /> <br />MEMBERS ABSENT: <br /> <br />ALSO PRESENT: <br /> <br />Dennis Donovan <br />Janice Johnson <br />Marleen Looyen <br />Ron Hetland <br /> <br />John Lichter <br />Bill Rustad <br />Don Lokker <br /> <br />Claudia Dodge <br /> <br />The meeting was called to order at 7:08 p.m. <br /> <br />Motion by Commissioner Hetland, seconded by Commissioner Looyen, to approve <br />minutes of last meeting. Carried. <br /> <br />CASE 1: Review Phase II of Northfork P.U.D. regarding park dedication <br /> requirements. <br /> <br />Two members of the Planning and Zoning Commission, Terry Hendriksen and Roy <br />Shumway, appeared before the Commission to convince them to take land <br />dedication instead of the fee in this instance. Shut, ay noted there is the <br />potential to develop a multiple use trail system that could link up with <br />other trail systems and parks. Hendriksen handed out examples and noted <br />that in the Northfork project there would be a potential of 120 acres of <br />parkland. <br /> <br />A representative of Northfork appeared before the Commission and recommended <br />the Commission accept a cash payment for lots in Phase II. He said Northfork <br />would be willing to donate a trail easement, and insisted that horses, biking <br />and hiking trails not be on the trail and motorized use is not appropriate. <br /> <br />Commissioner Donovan agreed with trail corridor idea, with separate trails. <br />Further discussion on multiple use trails. <br /> <br />Hendriksen and Shumway said they were told that the trail system Northfork was <br />planning was not for public use. Hendriksen requested the Commission take the <br />land now and said they could plan its use in the future. <br /> <br />Discussion by Commission members followed. Chairman Donovan indicated he <br />would like to accept the land in this case, otherwise it will set a precedent. <br />Commissioner Hetland questioned the size of the land available. Northfork <br />representative disagreed with the ~otential number of acres available. He <br />also indicated the residents of Northfork pool a common space for their o~,~ <br />recreation area. Hendriksen said when taking land, it is 5-10%, or 60-120 <br />acres. Commissioner Hetland said the land dedicated has to be useable, <br />not scattered or under water. Chairman Donovan requested they work together <br />to plan a trail system. <br /> <br /> <br />
